David Walter is a mechanical engineer with a master's in information systems and a retired United States Air Force colonel. His command assignments spanned vertical and horizontal construction, environmental programs, explosive ordnance disposal, firefighting, and emergency response — the full spectrum of civil engineering leadership the Air Force entrusts to its senior officers.

That background shapes how DWG works: mission first, standards non-negotiable, and no daylight between what the proposal promises and what the program delivers.

Career Record

Program Integration Manager on DOE NNSA contract DICCE 2, a $400M small business set-aside IDIQ supporting the Nuclear Smuggling Detection and Deterrence program — wrote the Program Management Plan for a $242M task order program spanning 14 task orders, 64 CLINs and 360+ sites. Project Manager at Pacific Northwest National Laboratory for the DHS radiation portal monitor deployment at 330+ U.S. ports of entry. Remedial Project Manager at Eielson AFB, Alaska, negotiating the Federal Facilities Agreement with EPA Region 10 and Alaska DEC. Deployed commander of base civil engineering at Kirkuk Regional Airbase, Iraq. Competitively selected for promotion to Brigadier General — the only engineer selected that year — and retired as Colonel.

Security

Held a Secret clearance continuously from 1997 through 2018, and clearances above the Secret level with compartmented access from 2003 through 2018. DOE Q and DoD TS/SCI clearances held. Ran specialized electronics laboratories and SCIFs; led HQ USAF cybersecurity work protecting industrial control and SCADA systems; served as senior engineer for 8th Air Force facilities in South Korea.
