Developed the Program Management Plan for a DOE multiple-award task order contract. Enabled 825,718 accident-free hours including 526,051 construction field hours; cut task authorization-to-startup cycle time 13%; contributed to 119 subcontract awards and substantial additional directed task orders through Costpoint/Primavera P6 schedule discipline and client transparency. Partnered with principal subcontractor Amentum under an SBA mentor-protégé framework, including a noncompetitive OCONUS delivery award.
Eielson AFB, Alaska — Superfund/NPL Remedial Project Manager
CERCLA • Federal Facilities Agreement • multiyear cleanup program
Led the base through early CERCLA investigation after its 1989 NPL listing; negotiated the Federal Facilities Agreement signed in 1991 with EPA Region 10 and the Alaska Department of Environmental Conservation. Directed investigation of 66 source areas across a 19,780-acre base — petroleum hydrocarbons, PCBs, VOCs, and lead — organized into six operable units, and built the multiyear cleanup program targeting 360 discrete remedial actions to meet the Air Force's year-2000 cleanup goal.
DHS — Nonintrusive Inspection Systems, 330+ Border Crossings

Project manager for installation of nonintrusive inspection systems at more than 330 U.S. border crossings — a national-priority DHS program executed with GSA coordination, 25 staff, and hundreds of contractors.
USACE — Pearce Creek Dredged Material Containment Facility, Maryland

Managed 17 staff and subcontractors delivering earthwork and grading, liner installation, berm reconstruction, gas collection, and sluice/outfall systems for a 264-acre USACE impoundment — completed under budget and three months ahead of schedule.

As COO of Leisnoi, Inc., structured six SBA-approved joint ventures and mentor-protégé agreements contributing to major contract awards; created technical, staffing, cost, and schedule solutions for sole-source remediation of soil and groundwater at DoD sites including Hunters Point Naval Shipyard, Moffett Field, and Fort Ord, and staffed EPA-led Superfund remediation at the Mississippi Phosphates site in Pascagoula.
Kirkuk Air Base, Iraq — Deployed Base Civil Engineer

Commanded base civil engineering in a combat environment: a 20 MW power plant, 0.5-MGD wastewater system, 2,500 buildings, two runways, and 65 miles of road. Achieved a five-day turnover from the previous BCE and led the 185-day drawdown for handover — every project on cost and schedule.
