Firm Fixed Price task orders under IDIQ • Oct 2024 – Sep 2026 • Subcontractor to a Hanford Site prime
Safety software quality assurance. Four consecutive firm fixed price task orders totaling $103,304.93, all closed at the awarded price with no cost growth, no change orders, and no disputed invoices. One task order closed a 26-application software inventory in seven weeks. CPCCo awarded a two-year extension in August 2026.
Central Plateau Cleanup Company — Contract 89511

Buyer Technical Representative and Procurement Program support. Built the training and qualification content by which a Hanford prime qualifies its own BTRs — subcontractor oversight, invoicing, statement of work development, change orders, sole source justification and stop work. DWG held the contract and placed the performer through a lower-tier subcontract as the responsible party to the client.

DOE NNSA — DICCE 2, Design, Integration, Construction, Communications and Engineering 2
Program Integration Manager, Apogee Group, LLC • Jun 2022 – Dec 2023
$400M small business set-aside IDIQ under NAICS 237990 supporting the NNSA Nuclear Smuggling Detection and Deterrence program; Apogee was one of two prime contractors. Deployment of detection and monitoring capability at partner-nation border crossings, seaports and airports worldwide, including foreign government and military locations. Integrated cost, schedule and scope across the program and reviewed proposals and work products from most locations. Wrote the Program Management Plan for a $242M task order program spanning 14 task orders, 64 CLINs and 360+ sites. Reduced task authorization to startup time by 13 percent and built Costpoint and Primavera P6 tooling for schedule and resource optimization, driving $80M+ in additional directed task orders. Ran the mentor-protégé interface that produced a $40M noncompetitive award for OCONUS labor and equipment.
DHS / CBP — Radiation Portal Monitor Program
Project Manager, Pacific Northwest National Laboratory • 2002 – 2007
Nonintrusive inspection and radiation detection systems at 330+ U.S. ports of entry — a national priority tasking — managing $35M per year, 45+ FTE and hundreds of subcontractors alongside GSA. Direct supervision of more than $130 million in construction and technical equipment deployment over three years. Each site required survey and existing-conditions capture, progressive design, conduit and cable installation, network and power integration, acceptance testing and as-built documentation. Execution ran simultaneously through GSA as real property and construction authority, CBP as operating customer, and the private parties controlling the ground — individual landowners at land ports and, at seaports, port authorities and terminal operators including the Port of Baltimore. Technical approach and conduct of operations were negotiated site by site while commerce kept moving. Delivered 18 emergency deployments three months early.
MILCON and FSRM Programming — U.S. Air Force and Air National Guard
Programmer, reviewer, and theater-level oversight • 1986 – retirement
As a lieutenant at Pope Air Force Base, 1986–1989, wrote every DD Form 1391 for all Military Construction and maintenance work programmed at the installation. In each subsequent assignment either prepared programming documentation or held review authority over others preparing it. In the Air National Guard, held oversight of personnel preparing programming documentation across the Pacific, including Japan and South Korea, with an area of responsibility extending from the West Coast of the United States to South Korea and operational oversight of deployed Air National Guard engineer assets in the Pacific Theater.
Deployed Commander — Kirkuk Regional Airbase, Iraq
U.S. Air Force • 219 military and 36 contractors • 185-day drawdown
Operated a 20 MW power plant, a 0.5 MGD wastewater plant, 2,500 buildings, two runways and 65 miles of road. Cut crash, fire and rescue emergencies 73 percent and significant fires 97 percent against the prior rotation; executed a 185-day drawdown to Iraqi handover. Competitively selected for promotion to Brigadier General — the only engineer selected that year. Retired as Colonel.
Eielson AFB, Alaska — Superfund / NPL
Remedial Project Manager • 1989 – 1992
Led early CERCLA investigation across 66 source areas and six operable units on a 19,780-acre installation. Negotiated the Federal Facilities Agreement with EPA Region 10 and Alaska DEC, then executed against its enforceable milestones. Built a $179M program prioritizing 360 remedial actions. Sustained interface with the public, state and federal regulators, contractors and subcontractors, and Air Force organizations including the legal community — parties with conflicting interests, statutory standing and legal exposure.

Millstone Unit 1 defueling, CT — proposal manager, $110M defueling of a 660 MW boiling water reactor including an independent spent fuel storage installation.
